Billy Clark - I've been with Anthony Falterman since 1985 when he was serving as Sheriff of Assumption Parish. I was the first person to work my way up the system from jailer, to radio operator, to road deputy and finally detective. When Mr. Falterman won the seat of 23rd Judicial District Attorney in 1990, he hired me as an investigator. In 1992, I was promoted to Chief Investigator. After four years serving in that capacity, I was named Administrator of the District Attorney's Office over all three parishes. My duties include overseeing the day-to-day operations of all four offices, along with the supervision of approximately 63 secretaries, 19 Assistant District Attorneys and 1 investigator. Over the years, I have attended many schools. In 1999, I had the honor of serving as President of the Louisiana District Attorney's Association Investigator's Section, and presently serve on the Board of Directors of the Professionals in Pre-Trial for the State of Louisiana.

Bobbie Naquin - I am employed by the Assumption Parish Police Jury as the General Foreman. I am responsible for efficiently controlling, administering, and supervising all functions of the Road & Bridge Department, Draining Department, and Mosquito Abatement Department. I have worked for the Parish for 13 years and have been a member of the LEPC since it's inception.

Bruce P. Prejean - Bruce P. Prejean graduated from Assumption High School in Napoleonville, Louisiana in 1983. He attended Nicholls State University in 1986 and 1987. Bruce began his public service and law enforcement career in 1990 after graduating from the LSU Basic Training Academy. He then started working for the Assumption Parish Sheriff's Office in the Uniform Patrol Division. In 1993, Bruce joined ranks with the Louisiana State Police. Bruce attended the LA State Police Academy and was assigned to Troop C in Gray, Louisiana and remained there until 1997 when he was forced to take an untimely retirement. In 1997, he was rehired by the Assumption Parish Sheriff's Office as a Sergeant with the duties of supervising two shifts. In the year 2000, Bruce was reassigned to Captain of the Uniform Patrol Division. As his present duties, he also serves as Fleet Manager, Special Operations Manager, and SRT coordinator. Bruce is also certified in Incident Management, Crisis Management and is the Department's lead Internal Affairs Investigator. He has been a member of the LEPC for the past 2 years. Bruce has also attended many schools including Automatic Weapons with the ATF and US Marshals and Weapons of Mass Destruction with FBI. Bruce is a lifelong resident of Labadieville, Louisiana and is married to the former Tiffany Boudreaux. Bruce is the father of three children, Beau, Dane and Drew. Bruce enjoys his association with the LEPC and its members.

Jerilyn Williams -

Faye L. Blanchard - My name is Faye L. Blanchard. I work for the Assumption Parish Police Jury as the Assistant Parish Manager. I am responsible for assisting the Parish Manager in the day-to-day administration of the department. I have worked for the Parish for 24 years. As an LEPC member, I am responsible for public service to the community during emergency situations. I have been a member of the LEPC since it's inception. I have worked with original Civil Defense Coordinators and the Emergency Preparedness Director through several declared disasters.

Heidi Mattingly - My name is Heidi R. Mattingly. I am the Office Administrator for Dow Chemical Company. As Office Administrator, I have responsibilities in Public/Community Affairs and Security Issues. I have worked for Dow for 28 years and I was asked to serve on the LEPC when the Dow employee before me retired. I have been an LEPC member for 2 years. I am a 1974 graduate of Nicholls State University. I am the Assumption Parish CAER Coordinator, the 2002 Chairwoman for the Assumption Area Chamber of Commerce, and the 1999 Chairman for the Assumption Parish Relay for Life.

John Boudreaux - John Boudreaux serves as Director of Emergency Preparedness and 911 Coordinator for Assumption Parish. John is also a former Assistant Chief of the Labadieville Volunteer Fire Department and also a former member of the South Thibodaux Volunteer Fire Department. He is accredited with International Certified Firefighter I and Instructor I through Louisiana State University, Division of Continuing Education. John acts as coordinator for the Assumption Parish LEPC, which was reactivated in 1994 and is very active today. John is a recipient of a LEPA Achievement Award, HAZMAT Alliance Award of Excellence, and Firefighter of the Year from each respective department. He also currently holds the position of treasurer for LEPA.

John L. Burt III - I have been self employed as a sugar cane farmer for 20 years and I am a volunteer for the Napoleonville Fire Department. I have been the Assistant Chief for the Fire Department for the last 19 years. I also serve as a board member for Farm Bureau Agriculture. I have been a board member for 5 years. I joined the LEPC to help in securing the safety of the public in our community. I have been an LEPC member for 1 year.

Kathy Hall - My name is Kathy Hall. I am employed with the Department of Social Services/Office of Family Support. I am the Parish Manager of the Assumption Office. My responsibilities include preparing the annual budget request package, directing and coordinating the implementation of multiple social services programs, securing and maintaining the parish office, all equipment and services necessary for the office operation and delivery of services to clients. I have worked with the agency for 14 years. My educational background consists of a Bachelor of Arts Degree in Criminal Justice from Southeastern Louisiana University. I have been an LEPC member for three months.

Kayla B. Guerrero - My name is Kayla B Guerrero. I work for the Department of Health & Hospitals, Office of Public Health, Region 3 (Lafourche, Terrebonne, St. Mary, St. John, St. James, Assumption, and St. Charles.) My responsibilities with the agency are Bioterrorism Preparedness and Emergency Response Coordinator. I have been employed with this agency since February, 2002 and have been a LEPC member since that time. I became a LEPC member to be involved with emergency planning, drills, etc. in the region. My educational background consists of a Post Masters Certificate in Child family & Couples Therapy from Tulane University, Master of Social Work, Tulane University, Master of Public Health, Tulane University, Bachelor of Science (Sociology), Nicholls State University, Associate of Science (Legal Assistant Studies), Nicholls State University. Prior to working at DPH, I worked at Terrebonne General Medical Center. Prior to Terrebonne General Medical Center I worked at Terrebonne Regional Medical Center. For 11 years I worked as a paralegal at a law office in Thibodaux, Louisiana.

Kayte Landry - My name is Kayte Landry. I am employed with the Assumption Parish Police Jury for the Office of Emergency Preparedness (OEP). I am Special Assistant to the Emergency Preparedness Director. I am responsible for assisting the OEP Director in the day to day administration of the department duties. I have been employed with the Assumption Parish Police Jury on and off since November of 2001. I have also been a LEPC member for the same length of time. Working in the Office of Emergency Preparedness, I must be available during natural disasters to assist in civil defense and hazardous matter activities. I have attended several classes and training sessions to prepare me for these occurrences. My educational background consists of an Associate Degree in Business Administration. Previous to my employment with the Assumption Parish Police Jury, Office of Emergency Preparedness, I worked for the Diocese of Baton Rouge through St. Elizabeth School as Office Manager in charge of finances for 15 years.

Kenneth Blanchard - I have been employed by Texas Brine Company, LLC since May 16, 1985 (17 years). My responsibilities at Texas Brine are: Brine well monitoring, Preparing wells for sonar loggings, Maintaining approximately 75 miles of brine pipeline, Continuous monitoring of equipment, Maintenance, repairs, etc., Preparing cost estimates for plant and pipeline projects, Operating heavy equipment, Coordinating work schedules for contractors and TBC employees, Public relations (CAER, LEPC, Local Community Involvement) I am an LEPC member to help in finding ways to secure the safety of the public in the community. I have been an LEPC member for three years. I am a 1970 graduate from Donaldsonville High School.

Kent Lirette - Kent is employed by J. Ray McDermott, he is Manager of Security. Kent has been employed by McDermott for 17 years. Working with security enables Kent to be an active member of LEPC which he has been for the past 3 years. Prior to working for J. Ray McDermott Kent was employed with AT&T in communications for 12 years. Kent and his wife Loretta have been residents of Assumption Parish for the past 27 years. In March of 2002 they moved to Thibodaux. Kent and Loretta have one daughter and one granddaughter.

Kim Torres - My name is Kim M. Torres. I am employed with the Assumption Parish Police Jury holding the position of Secretary-Treasurer. As Secretary-Treasurer, I am directly responsible for all financial and budgeting matters, personnel administration, policy development, record keeping, purchasing of investment securities, and monitoring of purchasing activities throughout all departments. I have been employed with the Assumption Parish Police Jury since January of 2000. I have also been an LEPC member since that time. I have chosen to be an LECP member because my position as Secretary-Treasurer also requires me to serve as Public Informations Officer (PIO) for the Office of Emergency Preparedness. In this capacity, I am responsible for informing the public, including the press, with updates on local occurrences concerning road closures, shelters, evacuation routes, etc. In addition to serving as PIO, I must be available during natural disasters to assist the Office of Emergency Preparedness in civil defense and hazardous matter activities. I have attended several training courses to prepare me for these occurrences. My educational background consists of a B.S. in Business Administration with a major in accounting. Previous to my employment with the Assumption Parish Police Jury, I worked for a legal/tax firm for 10 years while earning my degree attending Nicholls State University at night.

Martin (Marty) Triche - My name is Marty Triche. I was elected in 1991 to the Assumption Parish Police Jury. The very next year I was elected by my piers to be the Assumption Parish Police Jury President, where I still hold that office today. As President, I am responsible for all actions and decisions made by the Assumption Parish Police Jury. In 1994 the Assumption Parish Office of Emergency Preparedness was established and the Local Emergency Planning Committee, (LEPC) was reactivated. I have been a member of the LEPC since it's reactivation. I am a 1983 Assumption High School graduate, a 1986 LSU graduate, and a 1990 LSU Law School graduate. I was admitted to the LA State Bar Association in 1990. I was the Police Jury Association Region 3 President in 2000. In June of 2002 I received the Dedication Award from the Louisiana Emergency Preparedness Association (LEPA).

Rosa Lou Molaison - My name is Rosa Lou Molaison. I am married with 5 children. I live in Labadieville and work for the Assumption Parish Council on Aging, Inc as Executive Director. I am responsible for the overall supervision of 30 employees and all the Council's programs. I have been with this agency for 28 years in this capacity. I am an LEPC member because I was asked to serve and since we service the older citizens of Assumption Parish who may need our referrals to evacuate in case of an emergency. Our vehicles would be at the disposal of the LEPC and Sheriff's Office to be used for such an emergency. The Council's primary concern is for our older population, especially those in greatest need. I am a graduate of Assumption High School and have Junior standing from Nicholls State University and still attending. I am a member of the Louisiana Directors Association, LPTA, and LANA.

Teddy Crochet - Teddy Crochet, employed by Acadian Ambulance for the last 15 years, as a paramedic field supervisor. I am responsible for day to day operations in Assumption, St. James and Lafourche parishes. I joined the LEPC in the late 1990's. I wanted to get to know the people involved in public and private organizations that will deal with emergency situations. It has also given me an opportunity to learn more about industry in the parish and there safety plans in the event of an emergency. Our LEPC has been an excellent avenue to accomplish both goals.
